Four-tier escalation framework

Unresolved grievances move automatically to a higher review level, ensuring nothing is left unaddressed.

Level 1

Project Officer

First point of contact. Acknowledges, investigates, and resolves grievances within their district or province.

Level 2

Grievance Review Committee

Reviews cases escalated from Level 1. Conducts independent review and issues a decision.

Level 3

Project Coordination Unit

National-level review for complex or sensitive cases that remain unresolved at Level 2.

Level 4

Ministry of Finance and National Planning

Final internal review. Grievances that cannot be resolved within the project framework may proceed to formal channels.
